BANGLADESH —The Asian Development Bank (ADB), a regional development institution established in 1966 to foster economic and social progress across Asia and the Pacific, has finalized a $100 million concessional loan facility targeting Bangladesh's housing microfinance market. The funding framework, supplemented by $600k in technical assistance grants and $40 million dedicated to climate adaptation financing, will channel long-term capital through Palli Karma-Sahayak Foundation (PKSF) and selected microfinance institutions. This capital deployment directly targets informal and lower-income demographics that are systematically excluded from conventional banking systems and mortgage channels.

By structuring long-term, collateral-free credit mechanisms, the facility addresses acute structural shortfalls in the domestic housing supply and institutional lending access. Bangladesh faces escalating pressures from rapid urban migration and climate vulnerability, which frequently compromise housing stability for underserved demographics. The capital injection is designed to reach 40,000 households by 2031, prioritizing female borrowers, financial literacy instruction, and communities situated in zones highly vulnerable to natural disasters.

For microfinance institutions and local financial intermediaries, the program establishes enhanced operational standards by funding upgrades to digital reporting, portfolio risk assessment, and hazard screening capabilities. Integrating risk-mitigation architecture into micro-lending framework expands liquidity while establishing standardized climate-resilience requirements for low-cost construction projects across vulnerable geographic regions.
