According to official disclosures, the Asian Development Bank (ADB) has authorized a $13 million funding package to modernize municipal infrastructure and deliver affordable housing across Bhutan. The financing combines concessional loans with grants from the Asian Development Fund and the Japan Fund for Prosperous and Resilient Asia and the Pacific.

This intervention addresses the critical mismatch between rapid urbanization and existing civic amenities, which has historically left vulnerable populations exposed to natural hazards like flooding and landslides. By upgrading core utilities—including drainage, water supply, and flood defenses in the Ammochhu local area—the initiative directly mitigates climate risks that frequently disrupt municipal services.

The policy impact extends to social infrastructure, funding 56 rental housing units in Thimphu and Phuentsholing, with a mandated 30 percent allocation for female-headed households. Furthermore, the project integrates gender-inclusive employment training within the urban development sector.
