UNITED ARAB EMIRATES —QITAF Holding has entered into a Memorandum of Understanding with Japanese firm Global Academy Limited to construct a land-based aquaculture and seafood processing hub in Abu Dhabi. Designed to achieve a full-scale capacity of approximately 30,000 metric tonnes annually, the initiative uses modular Recirculating Aquaculture Systems (RAS) and digital technologies to farm commercial species, including grouper, cobia, sea bass, snapper, halibut, and shrimp.
QITAF Holding is a wholly owned subsidiary of Abu Dhabi National Investment and Development (ADID), a public national joint-stock company established in 1974 that manages strategic investment portfolios across key national sectors. Global Academy Limited is a Japanese technology and development firm specializing in advanced agricultural and marine technological integration, having previously collaborated with local government bodies like the Abu Dhabi Agriculture and Food Safety Authority on marine research and development.
The initiative addresses a critical vulnerability across the Arabian Gulf, where high arid conditions and limited fresh water traditionally force heavy reliance on seafood imports. By establishing an integrated land-based production chain—spanning hatcheries, processing facilities, cold storage, and fish-meal manufacturing—the project significantly enhances supply chain resilience and advances regional import-substitution goals for essential food commodities.
Beyond immediate production gains, the partnership serves as a vehicle for cross-border technology transfer, integrating Japanese automated water-quality controls, artificial intelligence, and Internet of Things infrastructure into local facilities. The implementation of closed-loop recirculating systems aligns with sustainable resource management standards, offering a scalable blueprint for commercial food production in hyper-arid climates.
For institutional investors and agribusiness stakeholders, the phased rollout demonstrates growing commercial interest in land-based RAS architecture across the Middle East. Successful commercial execution is expected to create local employment opportunities in specialized technical fields, expand regional seafood export capabilities, and catalyze further private capital deployment into sustainable agritech infrastructure across the GCC.
