LIBYA —The African Development Bank Group (AfDB) has authorized a $1 million financial allocation through its Middle-Income Country Technical Assistance Fund to implement the Private Sector Development and Entrepreneurship Enhancement project in Libya. Managed operationally by the National Economic and Social Development Board (NESDB) in partnership with Expertise France, the initiative aims to strengthen the operational capacities of micro, small, and medium-sized enterprises. The program addresses structural barriers, including limited access to advisory networks and constrained capital availability, by delivering specialized training in business administration, financial literacy, and strategic pricing to hundreds of local entrepreneurs, with particular emphasis on increasing the participation of women and young business leaders.
Concurrently, the initiative seeks to bridge gaps in the regional financial architecture by collaborating with domestic banking institutions to build professional competencies in alternative lending models, including Islamic finance. Technical enhancements are also designated for the Libya Credit Information Center to optimize data integrity and analytical systems supporting commercial underwriting decisions. Furthermore, the operational framework incorporates structured advisory support to update national private sector roadmaps, improve institutional coordination, and embed sustainability standards into corporate development practices.
This capital deployment represents a strategic response to structural economic vulnerabilities driven by heavy reliance on hydrocarbon revenues, directing targeted resources toward economic diversification and private-sector-led employment generation. By focusing institutional modernization on governance, credit reporting transparency, and gender-inclusive resource allocation, the intervention establishes a foundational framework for sustainable enterprise expansion within fragile macroeconomic environments. The initiative directly reinforces broader regional development blueprints designed to foster resilient commercial ecosystems and attract long-term foreign and domestic investment.
The African Development Bank Group (AfDB) is a multilateral development finance institution established to contribute to the economic development and social progress of African countries.
