FINLAND —Alphabet is accelerating its European infrastructure expansion through a $15.1 billion capital commitment in Finland planned over the next two years. The initiative includes constructing three new data center sites in Kajaani, Muhos, and Vaala, alongside expanding its operational site in Hamina. To power these compute-heavy assets, the company has secured a 22-year power purchase agreement with state-owned utility Fortum to buy up to 50 percent of the generation from the Loviisa nuclear plant, supplemented by wind energy contracts and a 94-megawatt grid-scale battery installation.
Finland offers a strategic advantage for hyper-scale AI operations due to its cold climate, abundant fresh water, and a power grid where 96 percent of electricity originates from nuclear or renewable resources. The facilities will incorporate heat-recovery systems to feed excess server heat into municipal district heating networks, while closed-loop water systems will minimize environmental resource depletion. Alphabet, the parent company of Google, operates worldwide digital services, cloud infrastructure, and search capabilities, heavily scaling its capital expenditures to lead global artificial intelligence development.
This initiative substantially impacts the European digital infrastructure landscape by shifting high-density computing loads toward energy-resilient, low-carbon northern regions. The development provides a major macroeconomic boost to Finland's domestic economy, where unemployment has recently topped 10 percent. Construction activity is projected to support roughly 37,000 workforce positions, with approximately 7,000 permanent technical and operational roles maintained upon full commissioning.
