SWEDEN —Arctic Falls and Volvo Cars have established a long-term framework for a new winter vehicle testing facility in northern Sweden, with Arctic Falls responsible for financing, construction and operation. The site will be dedicated to Volvo Cars and is planned for operation by the end of 2028, subject to regulatory approvals and required land acquisitions.
The facility will be built next to Arctic Falls’ largest existing testing site at Vitberget. It will use a land-based test environment designed for vehicle development and validation, providing more consistent testing conditions than lake-based facilities that can be more dependent on weather and seasonal conditions.
Arctic Falls estimates the investment at SEK 110 million to 130 million, with the final amount dependent on detailed engineering and project execution. The company intends to finance the investment through a combination of existing cash and bank financing. Revenue from the facility will start when operations commence.
Under the agreement, Volvo Cars will use the facility for its automotive testing requirements over an initial 20-year period. The contract is expected to generate approximately SEK 17 million in annual revenue for Arctic Falls, while supplementary services could provide additional income. Volvo Cars also holds an option to extend the arrangement by another 10 years.
The development adds dedicated winter testing capacity to Sweden’s automotive development infrastructure and links a specialist testing operator with a major vehicle manufacturer. Testing facilities in northern Sweden are used by automotive companies to assess vehicle performance and validation requirements under low-temperature and winter conditions, making the region relevant to manufacturers developing vehicles for markets with demanding climates.
For Arctic Falls, the agreement shifts a portion of future revenue toward a long-duration customer commitment while requiring substantial upfront capital expenditure. The timing of revenue generation therefore depends on successful completion of construction and the approvals and land processes required before the facility can be delivered.
The project also creates potential downstream activity for construction contractors, engineering providers and equipment suppliers involved in developing specialist automotive testing infrastructure. For Volvo Cars, the dedicated site provides a controlled location for vehicle development and validation without relying solely on shared testing facilities.
