INDIA —Assam Chief Minister Dr. Himanta Biswa Sarma has laid the foundation stone for Adani Power’s 3,200 MW ultra-supercritical thermal power plant at Chapar in Dhubri district, marking the start of construction of a major new generation asset in the state. The project carries an investment of approximately ₹480 billion and is scheduled for phased commissioning from December 2030.
The plant will consist of four 800 MW units using ultra-supercritical technology, supported by high-efficiency generation systems and modern environmental safeguards. Once commissioned, the facility is expected to supply electricity for household, commercial and industrial demand, adding significant generation capacity to Assam’s power system.
The scale of the development is also expected to create substantial economic activity during construction. Adani Power estimates up to 20,000 jobs during the construction phase and around 5,000 jobs once the plant becomes operational. Contractors, equipment suppliers, transport operators and other service providers are expected to form part of the associated supply chain.
The Chapar plant is the largest component of a broader ₹630 billion power investment planned by the Adani Group in Assam. The wider programme also includes approximately ₹150 billion for two pumped storage plants with combined capacity of 2,700 MW through Adani Green Energy, adding energy storage infrastructure alongside the thermal generation project.
The project follows a competitive procurement process conducted by Assam Power Distribution Company Limited (APDCL). Adani Power emerged as the successful bidder in October 2025 and subsequently received the Letter of Award from APDCL in November 2025 for long-term procurement of electricity from the 3,200 MW plant. The project is being developed on a design, build, finance, own and operate model.
For Assam’s electricity market, the project adds a large-scale source of generation capacity that can serve residential, commercial and industrial consumers. Its construction will also create demand across the power equipment, engineering, logistics and infrastructure supply chains, while the associated storage projects could broaden the state’s electricity infrastructure mix.
Adani Power is an Indian electricity generation company operating a portfolio of thermal and renewable power assets. Assam Power Distribution Company Limited is the state’s electricity distribution utility and awarded the Chapar power procurement contract following its competitive bidding process. Dr. Himanta Biswa Sarma is the Chief Minister of Assam and led the foundation stone ceremony for the project.
