INDIA —Assam has announced an ambitious ₹500 billion infrastructure program, termed 'Viksit Assam: Infra Vision,' aimed at modernizing public works and economic assets over the next five years. Approved during a recent state cabinet session, the capital expenditure plan spans primary healthcare, educational institutions, power distribution, road networks, flood management embankments, and dedicated commercial facilities for women.
Complementing the infrastructure push, the state government approved the transfer of 1,174 bighas of land across the Kamrup Metropolitan and Nagaon districts to the Industries, Commerce and Public Enterprises Department to expand local land banks and establish new industrial estates. Additional land allocations include 27 bighas in the Dhemaji district designated for a specialized milk processing venture under the Animal Husbandry and Veterinary Department.
To encourage industrial capital influx and refine the state's commercial ecosystem, regulatory modifications were also instituted. The cabinet sanctioned the Assam Trade Articles Order, 2026, eliminating retail selling license requirements for petroleum products to improve market accessibility. Amendments to the state's 2019 industrial policy now extend fiscal incentives to registered vehicle scrapping operations. Furthermore, the administration approved commercial investments including a ₹3 billion biotechnology project in Sonitpur, a hybrid 30 MW solar and 25 MW battery storage installation in Goalpara, and key transport connectivity projects in Karbi Anglong.
