Brazil has launched a 2.3 billion reais artificial intelligence initiative, splitting infrastructure projects between Chinese tech companies and an upcoming tender expected to feature US suppliers, aiming to achieve technological autonomy and bolster local computing capabilities.

Brazil has unveiled a comprehensive 2.3 billion reais investment initiative aimed at expanding its domestic artificial intelligence ecosystem while maintaining geopolitical neutrality. The plan splits key infrastructure contracts between major Chinese technology firms and an open commercial tender anticipated to draw leading American semiconductor providers.

Under the strategy, 1.3 billion reais will fund a supercomputing project in Rio de Janeiro built in partnership with Huawei Technologies and iFlytek, focusing on regional large language models. The remaining 1 billion reais will be allocated via public tender for a top-tier supercomputer located in Rio Grande do Norte, designed to rank among the world's most powerful processing facilities. The National Fund for Scientific and Technological Development is a public institution responsible for allocating financial resources to advance Brazil's scientific research and technological innovation infrastructure. Huawei Technologies is a multinational technology enterprise specializing in telecommunications equipment, cloud infrastructure, and consumer electronics.

This multi-vendor approach allows Latin America's largest economy to balance trade ties with China alongside major investment flows from the United States. By decentralizing hardware reliance and establishing public-private cloud frameworks alongside open-source semiconductor development, the government seeks to safeguard national data sovereignty and prevent lock-in to any single international tech vendor.
