The Union Cabinet has sanctioned two major initiatives worth INR 327.01 billion: the GOBARdhan bioenergy scheme valued at INR 237.31 billion and an INR 89.70 billion highway expansion in Assam. The dual approvals aim to advance domestic energy self-reliance and bolster regional connectivity.

The Union Cabinet and the Cabinet Committee on Economic Affairs have approved two major national initiatives with a combined financial allocation of INR 327.01 billion. The centerpiece decision establishes the GOBARdhan initiative as India’s National Circular Bioenergy Scheme, backed by an outlay of INR 237.31 billion spanning FY 2026-27 to FY 2035-36. Concurrently, approval was granted for the development of a 135.87-kilometer, four-lane access-controlled highway along National Highway 15 connecting Guwahati and Tezpur in Assam, representing a total capital commitment of INR 89.70 billion on a Build-Operate-Transfer (BOT) toll model. The Cabinet of India serves as the executive decision-making body responsible for national economic policy and infrastructure development, while the Ministry of Petroleum and Natural Gas acts as the primary administrative authority for domestic energy transition policies.

The dual approvals reflect a strategic push to strengthen national energy security and enhance critical supply chain logistics. With India relying on international sources for 50 percent of its natural gas requirements, recent maritime trade disruptions in the Strait of Hormuz, which impacts 55 to 60 percent of the nation's imported liquefied natural gas-have heightened the urgency for domestic alternatives. The GOBARdhan scheme provides a ten-year regulatory framework designed to convert agricultural waste, livestock dung, and municipal biomass into Compressed Biogas (CBG). To incentivize private capital investment, the framework establishes a fixed administered CBG price of INR 2,110 per MMBTU and mandates blending obligations for City Gas Distribution operators starting at 3 percent in FY 2026-27 and rising to 5 percent by FY 2028-29. Capital subsidies of up to INR 20 million per tonne per day of capacity will support greenfield facilities alongside pipeline infrastructure and credit guarantees for smaller enterprise developers.

In parallel, the infrastructure allocation addresses long-standing transport bottlenecks in Northeast India. The Guwahati-Tezpur corridor, excluding the Mangaldoi bypass, incorporates five major bypasses spanning 58.7 kilometers, 15 major bridges, 19 flyovers, and 210 kilometers of service roads. Developed in coordination with defense authorities, the alignment includes a 4.9-kilometer Emergency Landing Facility near Tezpur for the Indian Air Force. By doubling average transit speeds and cutting travel times in half, the access-controlled highway significantly enhances multi-modal integration across eight economic parks, two aspirational districts, seven logistics hubs, and key rail, air, and waterway terminals servicing Assam and Arunachal Pradesh.

For industrial operators, investors, and project developers, these policy decisions unlock substantial commercial opportunities across the energy, construction, and transport sectors. The long-term CBG blending mandate creates guaranteed demand for renewable gas producers and equipment manufacturers, while mitigating fuel cost volatility for industrial gas consumers. Concurrently, the BOT toll concession model in Assam provides institutional investors and highway operators with long-term revenue potential tied to expanding freight volumes across East-West trade routes. The coordinated focus on bio-waste utilization and high-speed road corridors signals sustained public sector backing for domestic resource commercialization, regional supply chain efficiency, and industrial expansion over the next decade.
