Canada secures CAD 2.7 billion Arctic military satellite deal with Telesat LEO

Canada's Defence Investment Agency has contracted Telesat LEO ULC for a CAD 2.3 billion satellite communications agreement under the ESCP-P initiative. Potential value reaches CAD 2.7 billion with options, expanding the Telesat Lightspeed constellation by 69 satellites to provide secure Military Ka-band Arctic connectivity starting in 2028.

The Canadian Defence Investment Agency has awarded a CAD 2.3 billion military satellite communications service contract to Telesat LEO ULC under the Enhanced Satellite Communications Project – Polar initiative. Spanning 15 years starting in 2028, the agreement incorporates two five-year extension options valued at approximately CAD 200 million each, elevating the total potential expenditure to CAD 2.7 billion. Under the contract, Telesat will deliver secure Military Ka-band orbital connectivity across Canada's Arctic region, encompassing latitudes from 65° to 90° North to support Canadian Armed Forces operations.

To fulfill these defense requirements, Telesat is expanding its commercial low-Earth-orbit constellation, Telesat Lightspeed, from 156 to 225 spacecraft by adding 69 fully funded satellites equipped with Military Ka-band payloads. Based in Ottawa, Telesat LEO ULC operates as a specialized satellite network subsidiary of Telesat Corporation, providing global low-Earth-orbit satellite infrastructure and high-capacity connectivity solutions for enterprise and government clients. The additional satellites will be built by MDA Space at its Montreal manufacturing facility and launched using SpaceX Falcon 9 rockets, supported by milestone-based funding from the Canadian government beginning in the third quarter of 2026.

This development establishes resilient, low-latency, and sovereign communications across polar regions where conventional terrestrial and satellite infrastructure remains limited. Beyond domestic security missions, the satellite architecture is engineered to enable tactical interoperability and secure data sharing with NATO allies and international partners. The broader polar communications project also incorporates multi-band coverage, positioning MDA Space as prime contractor for UHF and X-band components, while Telesat serves as overall systems integrator across all three operating frequencies.

The procurement underscores a growing trend among national defense authorities toward leveraging commercial low-Earth-orbit satellite platforms for defense, polar surveillance, and territorial sovereignty. Integrating dedicated defense spectrum into commercial constellations allows public agencies to accelerate operational deployment while mitigating standalone infrastructure costs. For space manufacturing and defense supply chains, multi-year government milestone commitments offer long-term revenue predictability for satellite fabrication, ground terminal integration, and network control services.

For institutional investors and defense contractors, the agreement demonstrates the commercial viability of hybrid low-Earth-orbit constellations serving dual government and commercial end-users. Expanding the Lightspeed constellation enhances overall network capacity ahead of its scheduled global commercial launch in the first quarter of 2028. Furthermore, end-to-end integration requirements—including user terminals, ground control infrastructure, and technical support—create substantial downstream contracting opportunities for aerospace suppliers and systems integrators.
