The Cabinet Committee on Economic Affairs has approved a ₹35.90 billion infrastructure project to upgrade the 82.57-kilometer Muzaffarpur–Sitamarhi–Sonbarsa section of National Highway-22 in Bihar to four lanes. Executed under the Hybrid Annuity Mode, the highway will enhance India-Nepal cross-border connectivity and streamline regional freight logistics.

India is accelerating highway modernization efforts in its eastern states to improve cross-border trade routes and alleviate urban congestion. According to official disclosures, the Cabinet Committee on Economic Affairs (CCEA) has greenlit the four-laning of the Muzaffarpur–Sitamarhi–Sonbarsa stretch of National Highway-22 (NH-22) in Bihar. The National Highways Authority of India (NHAI), an autonomous agency under the Ministry of Road Transport and Highways, functions as the nodal organization responsible for the development, maintenance, and management of the country's national highway network. The approved 82.57-kilometer road upgrade requires a capital expenditure of approximately ₹35.90 billion and will be executed under the Hybrid Annuity Mode (HAM).

The engineering scope involves establishing a controlled-access corridor designed for a top speed of 100 kilometers per hour, featuring no at-grade median openings to ensure continuous traffic flow. Construction packages include two dedicated flyovers, three railway overbridges, and seven major bridges, notably a 340-metre-long structure spanning the Bagmati River. By bypassing heavily populated settlements such as Muksudpur, Runni Saidpur, and Dumra, the infrastructure will significantly reduce transit times between Muzaffarpur and the Nepal border.

From a regional policy perspective, the infrastructure upgrade operates as a vital feeder artery connecting the India-Nepal border at Sonbarsa directly to the East-West Corridor (NH-27) at Muzaffarpur. Planned in alignment with the PM GatiShakti National Master Plan, the highway establishes seamless multimodal connectivity across northern Bihar. The route physically links several targeted economic hubs, including four industrial estates and one mega food park, alongside prominent cultural and religious sites such as the Buddhist Circuit and the Mata Janki Temple.

For infrastructure developers, transport operators, and industrial logistics firms, the multi-billion-rupee allocation highlights continued public sector capital deployment into core highway assets. The four-lane expansion is projected to lower vehicle operating costs, improve fuel efficiency, and increase overall fleet turnaround times for heavy commercial vehicles. Furthermore, improving access to the Bhithamore land port will strengthen bilateral cargo movement, expanding supply chain opportunities for domestic agricultural and manufacturing producers targeting the Nepalese market.
