Saudi real estate operator Cenomi Centers has signed a preliminary agreement with Public Investment Fund subsidiary Saudi Downtown Company to lease and manage a new retail destination within the Al Madinah Downtown project over a 25-year operational timeframe.

Saudi commercial real estate operator Cenomi Centers has deepened its collaboration with Saudi Downtown Company, a subsidiary of the Public Investment Fund, through a new preliminary accord to develop retail infrastructure in Al Madinah. The agreement establishes a three-year interim framework to finalize terms for the 25-year lease and operation of a major shopping mall currently planned within the Al Madinah Downtown project upon its completion.

Arabian Centers Co., operating commercially as Cenomi Centers, is Saudi Arabia's principal owner, developer, and operator of modern lifestyle centers and flagship commercial destinations. Saudi Downtown Company operates under the sovereign fund's urban development division, focusing on mixed-use master developments designed to enhance economic activity across regional urban centers in the Kingdom.

This initiative builds upon an existing partnership between the two entities previously established for the Al Khobar Downtown development. By securing operational management of the Al Madinah retail assets, Cenomi Centers furthers its capital-efficient, asset-light expansion model, delegating primary civil construction to state-backed development partners while deploying its operational expertise to curate tenant mixes and retail environments.

The expansion directly supports Saudi Arabia's broader economic diversification program under Vision 2030, which aims to elevate urban livability, boost local commercial capacity, and expand hospitality, entertainment, and retail offerings across secondary cities. Commercial real estate developers and investors stand to gain from structural demand generated by large-scale urban regeneration efforts, particularly in high-footfall pilgrimage hubs such as Al Madinah where religious tourism and local population growth drive long-term retail demand.
