Centre allocates Rs.17 billion rural package for Odisha, PMGSY-IV targets 898 unconnected habitations

The Union government sanctioned approximately Rs.17 billion for rural Odisha, covering road connectivity under PMGSY-IV, pending housing under PMAY-G, the first MGNREGA installment for FY 2026-27, and watershed development. The package aims to connect remote habitations and accelerate income support in hilly districts.

A multi-scheme rural development package valued at about Rs.17 billion was launched for Odisha on May 1 during an official event in Rayagada. Union Minister for Rural Development Shivraj Singh Chouhan and Chief Minister Mohan Charan Majhi formally initiated the programmes, with the fourth phase of the Pradhan Mantri Gram Sadak Yojana (PMGSY-IV) forming the largest component.

According to official disclosures, PMGSY-IV will deliver 827 all-weather roads spanning roughly 1,702 km at an estimated outlay of close to Rs17 billion. The network is designed to link 898 currently unconnected habitations, many located in the state’s hilly and forested belts. Separately, the Centre approved Rs.6.30 billion to complete pending rural houses under the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G), alongside Rs.8.68 billion as the first tranche of Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) funding for the 2026–27 financial year. An additional Rs.300.7 million was sanctioned under the Watershed Development Component of the Pradhan Mantri Krishi Sinchayee Yojana (WDC-PMKSY 2.0).

The Ministry of Rural Development, which administers these flagship schemes nationally, designs PMGSY to provide connectivity to eligible unconnected habitations, PMAY-G to replace kutcha dwellings with pucca houses, and MGNREGA to guarantee wage employment. The infrastructure push carries implications for construction material suppliers, cement manufacturers, and contractors active in eastern India, while the expanded road grid is expected to reduce post-harvest losses in districts such as Kandhamal, Koraput, Malkangiri, and Rayagada by improving farm-to-market access.

For enterprises evaluating rural demand, the simultaneous injection of MGNREGA wages and housing completion funds is likely to support consumption of fast-moving consumer goods, agri-inputs, and microfinance products in Odisha’s interior blocks. The watershed development allocation also signals potential contracts for soil conservation, water harvesting, and afforestation works under the state’s integrated natural resource management programme.
