INDIA; SINGAPORE —Singapore-based investment manager Circulate Capital has committed USD 9.5 million to secure a significant minority equity position in Jayachandran Global Refineries, an Indian processor specializing in technical plastic waste recovery.
Jayachandran Global Refineries operates material processing infrastructure across India, converting post-consumer and post-industrial polymers into engineering-grade circular resins for industrial usage. The equity injection represents the initial South Asian capital deployment from Circulate Capital Asia Fund II, a USD 300 million vehicle targeting circular economy platforms across emerging Asian markets.
The expansion targets growing structural deficits in South Asia's secondary raw material supply chain. Industrial demand for post-consumer recycled polyolefins, including polypropylene, high-density polyethylene, and acrylonitrile butadiene styrene, is accelerating due to corporate sustainability targets and regulatory directives. The funded initiative aims to establish an integrated multi-facility network in Tamil Nadu, expanding annual processing capacity toward 100,000 tonnes while integrating chemical recycling infrastructure to handle complex waste streams.
Automotive and consumer electronics original equipment manufacturers face tightening compliance standards and voluntary packaging commitments across regional jurisdictions. Expanding domestic processing capabilities reduces import dependencies for high-grade circular polymers, providing industrial supply chains with stable access to technical-grade secondary feedstocks. Additionally, the operational scaling incorporates formalization protocols and material traceability across informal waste collection channels.
For institutional investors, the capital allocation highlights an increasing focus on growth-stage environmental infrastructure in high-velocity Asian economies. By combining mechanical sorting with chemical conversion processes, regional waste management operators are scaling capacity to meet stringent quality criteria required by multinational corporate end-users.
