FINLAND —Destia, together with WSP Finland, has been selected by the Finnish Transport Infrastructure Agency to deliver the first construction phase of the E18 Turku bypass modernization through central Raisio. The work is being delivered under a joint venture model and represents approximately €130 million in revenue for Destia. Construction started in July 2026, with the upgraded route scheduled to open to traffic in July 2030.
The main works will reshape a heavily used section of National Road 40, including a road tunnel of approximately 420 metres beneath the city centre’s main avenue. The tunnel will provide three lanes in each direction, while additional links to Raisio’s urban road network will be built to improve local connectivity and integration between the highway and surrounding areas.
The project has broader significance because the E18 bypass forms part of the Scandinavia-Mediterranean corridor within the Trans-European Transport Network. The route carries as many as 31,000 vehicles each day, including substantial heavy-truck traffic associated with regional port, logistics and industrial operations. Upgrading the corridor is therefore expected to address capacity, safety and traffic-management requirements on an important freight and passenger route.
For Finland’s transport infrastructure market, the contract demonstrates continued investment in major road assets where national connectivity intersects with urban development. The tunnel and associated road links are designed to improve traffic movement while reducing the infrastructure’s constraints on the city-centre environment. The project also involves the Finnish Transport Infrastructure Agency, the City of Raisio and Fintraffic alongside the construction and engineering partners.
The latest award follows a separate €6.2 million development-phase contract secured by the consortium in 2025. For businesses operating in construction, engineering, logistics and freight transport, the modernization could improve long-term road reliability and movement through the Turku region once completed. Destia is a Finnish infrastructure services provider and a subsidiary of Colas, with activities spanning transport, industrial and energy infrastructure.
