INDIA —A major infrastructure development is set to reshape energy logistics across eastern and central India following regulatory clearance for a high-capacity liquefied petroleum gas transportation network. The project will bridge coastal supply hubs in Odisha with inland distribution networks in Chhattisgarh, establishing a dedicated 25-year open-access transit corridor.
Under the approved framework, Bhopal-headquartered Dilip Buildcon Limited—a prominent Indian engineering, procurement, and construction company specializing in large-scale roads, bridges, and civil infrastructure—will oversee the complete lifecycle of the network. The enterprise will manage design, financing, construction, and long-term operation through a wholly owned special purpose vehicle, while directly capturing the underlying engineering and construction contract valued at approximately INR 18 billion.
Transitioning bulk energy transit from surface road tankers to underground pipeline systems substantially enhances regional supply chain resilience while minimizing highway freight hazards and carbon emissions. By linking marine import terminals to regional oil marketing company bottling facilities, the infrastructure establishes a streamlined distribution model for essential domestic and industrial fuels.
From an investor and commercial standpoint, the development introduces a stable, tariff-based revenue stream isolated from commodity price volatility. Operating under a common carrier model, the network guarantees open access to primary fuel distributors while positioning the developer to secure steady cash flows throughout the multi-decade concession period.
