The European Bank for Reconstruction and Development (EBRD) is providing up to €21 million to TEB Kosovo through four dedicated credit lines for energy efficiency, renewable energy, business digitalisation and women-led enterprises. EU grants, technical assistance and risk-sharing support will complement the financing, targeting households and businesses across Kosovo.

KOSOVO —The European Bank for Reconstruction and Development (EBRD) is extending a financing package of up to €21 million to TEB Kosovo to support green investment, technology adoption and access to capital for women-led businesses. The package comprises four credit lines: €6 million under the Western Balkans Green Economy Financing Facility (GEFF), €5 million through SME Go Green, €5 million under Go Digital in the Western Balkans and €5 million through the Western Balkans Women in Business programme.

The funding is designed to reach several borrower groups. The GEFF allocation will finance energy-efficient housing and energy-saving or renewable-energy investments in the public sector. SME Go Green will support micro, small and medium-sized enterprises with resource efficiency, renewable power and other environmentally oriented technologies. Under this programme, at least 33 per cent of investments are expected to benefit the agribusiness value chain, while women-led businesses are projected to account for 25 per cent of participating enterprises.

The digitalisation facility will enable small and medium-sized businesses to invest in automation, digital systems and green technologies. At least 60 per cent of investments under this line are earmarked for automation and digitalisation, with a separate minimum of 60 per cent expected to support the green economy. The fourth credit line will expand financing and business expertise for women-led micro, small and medium-sized enterprises, supporting investment and operational development.

European Union support will complement the loans through grants and technical assistance channelled via the Western Balkans Investment Framework. The EU is also supporting the Women in Business programme through the European Fund for Sustainable Development Plus, including capacity building and first-loss risk coverage. Additional technical assistance for GEFF is being provided by the Japan-EBRD Cooperation Fund. These measures are intended to help address financing and implementation barriers that can prevent smaller businesses and households from undertaking energy and technology upgrades.

TEB Kosovo, established in 2007, is a subsidiary of TEB Holding, a joint venture between BNP Paribas and the Çolakoğlu Group. It provides banking services to individuals and businesses, including retail and SME lending. The EBRD is an international financial institution investing in private-sector development and economic transition; it has invested almost €990 million through 152 projects in Kosovo, according to the announcement.

The package could widen the role of commercial lending in Kosovo’s energy transition and business modernisation, while linking financing to measurable green, digital and inclusion targets. Agribusinesses, technology suppliers, energy-efficiency providers and women entrepreneurs are among the potential beneficiaries. For lenders and investors, the structure illustrates how credit lines combined with grants, advisory support and risk sharing can direct capital toward smaller borrowers and investments that may otherwise face funding constraints. Actual uptake and outcomes will depend on eligible demand, project execution and the allocation of funds through TEB Kosovo.
