SERBIA —Raiffeisen Bank Serbia and the European Bank for Reconstruction and Development (EBRD) have finalized an unfunded portfolio guarantee arrangement valued at EUR 35 million. This financial instrument is structured to cover half of the credit risk on a newly originated portfolio of loans extended to micro, small, and medium-sized enterprises across the country. The initiative is backed by a first-loss counter-guarantee originating from the European Union through its specific growth initiative, alongside targeted technical support to facilitate capital allocation.
The primary objective of this risk-sharing mechanism is to alleviate common structural impediments to commercial borrowing, such as insufficient collateral histories and limited operating track records. By mitigating lender exposure, the program aims to stimulate a total credit expansion of up to EUR 70 million for local enterprises. Particular emphasis is placed on segments historically constrained by financing gaps, including businesses operating outside major urban centers, young entrepreneurs, and enterprises led by women.
Beyond general commercial expansion, the deployment of capital is strategically aligned with environmental and operational modernization goals. A designated portion of the funding stream is earmarked to support capital expenditures in sustainable practices and green technologies, enabling smaller commercial entities to enhance their long-term operational resilience and adapt to evolving regional standards. Furthermore, targeted sectors encompass rural economies, agricultural producers, and the tourism industry, broadening the economic impact across diverse regional markets.
The European Bank for Reconstruction and Development (EBRD) is an international financial institution founded to promote private-sector development and entrepreneurial initiative in numerous economies. Raiffeisen Bank Serbia operates as a major commercial banking institution within the national market, providing financial services to corporate and retail clients. The European Union functions as an economic and political partnership comprising multiple member states integrated across Europe.
