ROMANIA —The European Bank for Reconstruction and Development (EBRD) has committed a senior loan totaling up to €31.9 million to Midmar Callatis, a project subsidiary of Rezolv Energy, designated for the development of the Dunarea East wind facility in Romania. This financing forms a component of a broader senior capital arrangement reaching up to €367 million.
Designed with an installed capacity of 292.5 megawatts, the facility anticipates producing 673 gigawatt-hours of clean electricity annually. This output corresponds to the yearly power consumption requirements of approximately 600,000 residents, supplying roughly 4 percent of the national target for onshore wind capacity slated for the end of the decade.
The European Bank for Reconstruction and Development (EBRD) is an international financial institution that supports project development and private-sector entrepreneurship across dozens of countries. Rezolv Energy is a specialized independent power producer focused on developing large-scale renewable generation assets across Central and Southeastern Europe.
This capital injection arrives as regional authorities accelerate renewable infrastructure deployment to fortify energy security, diversify local power portfolios, and meet international climate commitments. Expanding domestic clean energy generation mitigates vulnerability to external fuel dependencies and reinforces the overall resilience of the electrical grid.
The transaction features a €7.6 million first-loss guarantee supplied by the European Union through the InvestEU initiative to encourage private capital participation. Furthermore, technical cooperation grants will fund specialized training programs in Constanța County to cultivate accredited workforce skills for the domestic renewable energy sector by 2030.
For industrial operators, investors, and utility stakeholders, the venture signals sustained momentum in the Southeast European clean energy transition. The initiative provides predictable long-term power generation assets while establishing benchmarks for workforce development, gender inclusivity, and workplace standards in regional infrastructure delivery.
