FRANCE —Two major European multilateral lending institutions have finalized a combined €80 million financial commitment to support a large-scale social infrastructure modernization project led by Fondation Apprentis d’Auteuil in central Paris. The transaction involves equal loan disbursements of €40 million each from the European Investment Bank (EIB) and the Council of Europe Development Bank (CEB), supported by a guarantee from the European Union's InvestEU framework.
The funding is directed toward the comprehensive redevelopment of the foundation's historic location at 40 rue Jean de La Fontaine in the 16th arrondissement of Paris. Slated for operational readiness by 2030, the multi-faceted site will integrate specialized educational facilities, vocational hospitality training programs, child protection services, family counseling centers, and social housing units designed to accommodate over 1 200 beneficiaries annually.
This initiative directly addresses persistent capacity constraints within the Île-de-France region's social welfare systems, where rising demand for child care placements, unaccompanied minor support, and affordable housing has strained public resources. By incorporating sustainable building practices-such as utilizing bio-based materials, implementing energy-efficient design, and expanding urban green spaces-the project aligns regional social welfare objectives with broader environmental transition standards.
