ITALY —The European Investment Bank (EIB) has entered into a €125 million financing arrangement with BCC Banca Iccrea to strengthen lending capacity across the BCC Iccrea Group's cooperative banking network in Italy. The funding will support investment and expansion plans among small and medium-sized enterprises (SMEs) and mid-cap businesses. The transaction was executed through the EIB's full subscription of a covered bond issued by BCC Banca Iccrea and listed on the Luxembourg Stock Exchange.
The financing structure directs at least 70% of the proceeds to SMEs employing fewer than 250 people, with the remaining allocation available to mid-cap companies with workforces of between 250 and 3,000. A minimum of €31.25 million, representing 25% of the total facility, is reserved for agricultural and bioeconomy activities. These sectors are significant to regional production networks and local economies, making access to investment capital relevant for businesses seeking to expand operations, upgrade facilities or develop sustainable economic activities.
The arrangement is intended to improve the availability of credit through the cooperative banking network, enabling eligible businesses to finance new projects and development programmes under financing conditions supported by the EIB. Smaller enterprises often depend on bank lending to fund capital expenditure and business growth, so additional funding capacity can help address investment requirements that might otherwise be constrained by financing costs or limited access to capital.
The bond has a seven-year maturity, carries a Moody's rating of Aa2 and offers a fixed-rate yield of 4.052%, with a final spread of 43 basis points above the mid-swap rate. The structure provides the issuing bank with long-term funding while channeling resources through its established lending network to businesses across Italy. The transaction also demonstrates the use of covered bonds as a mechanism for development finance institutions to support commercial lending to the real economy.
For Italian businesses, the allocation could support investment across agriculture, bioeconomy-related activities and other eligible commercial sectors. The agricultural allocation may benefit companies involved in primary production and related value chains, while the wider SME component provides financing capacity across a broader range of business activities. The actual distribution of funds will depend on lending decisions and the investment projects financed by participating banks.
The EIB is the European Union's long-term lending institution, financing investments that support EU policy objectives and economic development. BCC Banca Iccrea is the parent company of the BCC Iccrea Group, a cooperative banking network serving businesses and communities through local banks. The agreement expands the group's funding resources for business lending and reinforces the role of cooperative financial institutions in channeling institutional capital to smaller companies and regional economies.
