The European Investment Fund (EIF) has committed €30 million to PureTerra II, a Netherlands-based venture capital fund investing in early-stage water technology companies, primarily in Europe. Supported by the EU’s InvestEU programme, the investment aims to help promising solutions reach commercial scale amid rising water scarcity, pollution and regulatory investment requirements.

NETHERLANDS —The European Investment Fund (EIF) has committed €30 million to PureTerra II, a Netherlands-based venture capital fund focused on early-stage water technology businesses, primarily across Europe. The commitment, signed during European Water Technology Week in Leeuwarden, is backed by the European Commission’s InvestEU programme and follows the EIF’s participation in PureTerra’s earlier fund in 2021.

The investment targets a financing gap in technologies addressing water availability, treatment, reuse and efficiency. Water scarcity and pollution are increasing operating pressures on manufacturing facilities, agriculture and public water utilities, while climate-related extremes are adding uncertainty to water supply and infrastructure planning. The European Commission estimates that meeting existing EU water legislation requires an additional €23 billion in annual investment, highlighting the scale of capital needed to modernise water systems and improve resource management.

PureTerra II is intended to channel private investment into businesses developing solutions for pollution prevention, clean-water treatment, circular water systems and climate-resilient water use. Such technologies may help industrial users reduce freshwater consumption, recover water for reuse and meet tighter environmental standards. The fund’s early-stage focus also addresses the challenge of moving technologies beyond pilot projects into commercial deployment, where financing needs and implementation risks can be significantly greater.

Regulatory changes are expected to influence demand for these solutions. The EU’s recast Urban Wastewater Treatment Directive introduces new requirements for wastewater collection and treatment, while proposed and evolving restrictions on per- and polyfluoroalkyl substances (PFAS) under the REACH chemicals framework are increasing attention on advanced contaminant removal. Water utilities and industrial operators may therefore face investment decisions linked not only to environmental performance but also to compliance schedules, operating costs and infrastructure renewal.

The EIF is part of the European Investment Bank Group and supports small and medium-sized businesses and investment funds through equity, guarantees and other financial instruments. Its commitment aligns with the EU’s water resilience agenda and the EIB Group’s climate adaptation and water priorities. For investors, water technology companies and equipment suppliers, PureTerra II provides a route for financing innovation in a sector where technical capability does not always translate into large-scale adoption.

The fund’s commercial impact will depend on its ability to select scalable technologies, attract follow-on capital and secure adoption by utilities and industrial customers. If deployment accelerates, investment could support a broader European market for water efficiency, treatment and reuse solutions while helping businesses manage resource constraints and regulatory exposure. The commitment also signals continued institutional interest in water resilience as an investment theme linking climate adaptation, industrial competitiveness and environmental compliance.
