UNITED STATES OF AMERICA —Eli Lilly and Company has started construction of a $5 billion manufacturing facility in Goochland County, west of Richmond, Virginia, marking another step in its programme to expand pharmaceutical production in the United States. The site will integrate active pharmaceutical ingredient (API) manufacturing with finished-medicine production, making it the company's first facility designed to perform both activities within a single integrated operation. Dedicated capacity will support bioconjugates and large-molecule medicines.
The plant will manufacture antibody-drug conjugates (ADCs), a class of targeted therapies that combines antibodies with potent drug compounds to deliver treatment more directly to diseased cells. These medicines are primarily used in oncology, with potential applications also being investigated for autoimmune disorders and other conditions. The facility's specialised production capabilities will support the manufacturing requirements of these complex therapies.
The investment forms part of Lilly's broader commitment to spend more than $50 billion expanding medicine production in the US. Since 2020, the company has announced 10 domestic manufacturing sites covering API production, injectable medicines, medical devices and genetic medicines. The Richmond project adds integrated manufacturing capacity to this network, potentially strengthening the connection between pharmaceutical ingredient production and downstream medicine manufacturing.
For the pharmaceutical industry, the facility addresses growing requirements for specialised manufacturing infrastructure as drug developers advance targeted biologic and conjugate-based treatments. Producing APIs and finished medicines at the same location could improve coordination between manufacturing stages and provide greater control over production processes. Additional domestic capacity may also help support supply continuity, although actual output and its contribution to medicine availability will depend on commissioning, production performance and regulatory requirements.
The project is expected to create approximately 650 permanent positions, including roles for engineers, scientists, laboratory technicians and operations personnel. Construction and the subsequent development of the site are expected to generate around 1,800 construction jobs. Lilly has also committed $40 million to support the Virginia Center for Advanced Pharmaceutical Manufacturing, a statewide partnership involving industry, government and higher education institutions. A hands-on training centre in Goochland County is targeted to open in 2028, helping develop the technical workforce required for advanced pharmaceutical production.
The facility will incorporate artificial intelligence, machine learning, digital integration and advanced data analytics into manufacturing operations. These technologies are intended to improve process consistency, operational oversight and production execution. The site is also targeting Leadership in Energy and Environmental Design (LEED) Gold certification, establishing a sustainability objective alongside its manufacturing expansion.
Based in Indianapolis, Indiana, Eli Lilly is a pharmaceutical company engaged in the discovery, development, manufacturing and commercialisation of medicines. Its investment in Virginia is expected to increase regional demand for construction services, engineering expertise, specialised equipment and pharmaceutical manufacturing talent. For suppliers and service providers, the project may create opportunities across facility development, automation, laboratory systems and ongoing plant operations. Its longer-term strategic significance will depend on the facility's commissioning timeline, manufacturing scale and ability to meet demand for advanced medicines.
