A joint venture between Elsewedy Electric PSP and Sinohydro has been awarded a USD 2.2 billion engineering, procurement, and construction contract by Al Mourjan Two for Electricity Company to build the 2.3 GW Rabigh 2 IPP Expansion Project in Saudi Arabia, with commercial operations scheduled for May 2029.

SAUDI ARABIA —A joint venture comprising Elsewedy Electric PSP and Sinohydro has finalized an engineering, procurement, and construction agreement valued at approximately 2.2 billion United States Dollars. Awarded by Al Mourjan Two for Electricity Company, the contract covers the complete development of the Rabigh 2 Independent Power Plant Expansion Project, a major gas-fired combined-cycle facility in the Kingdom of Saudi Arabia boasting a total capacity of 2.3 gigawatts.

Under the scope of the agreement, the consortium assumes total responsibility for comprehensive design, engineering, procurement, construction, commissioning, performance testing, and national grid interconnection. The installation features an advanced configuration integrating six Siemens gas turbines and two steam turbines, supported by heat recovery steam generators and auxiliary balancing systems. Early site operations have already advanced significantly under a preliminary notice to proceed, surpassing 39 percent overall physical completion and achieving over five million safe man-hours.

The addition of the Rabigh 2 expansion facility addresses rising industrial, commercial, and residential electricity consumption across Saudi Arabia, ensuring long-term grid stability and reliable capacity. The project directly supports national economic strategies by scaling up advanced power infrastructure, reflecting high standards of technical execution, safety compliance, and multi-party cooperation between developers and international contractors.

Elsewedy Electric is an integrated energy and infrastructure solutions provider headquartered in Egypt, operating across wires, cables, engineering, and digital solutions with a global footprint spanning multiple production facilities and international offices. Sinohydro is a prominent global engineering and construction contractor operating under the Power Construction Corporation of China, specializing in large-scale power generation, water conservancy, and civil infrastructure developments worldwide.
