Eni, Petroci, and Vitol have reached a final investment decision for Phase 3 of the Baleine field development. This expansion targets a production increase to 150,000 barrels of oil and 200 million cubic feet of gas daily, utilizing a new FPSO unit to enhance regional energy security.

Eni and its joint venture partners, Petroci and Vitol, have formally sanctioned the final investment decision (FID) for the third phase of the Baleine field development in Côte d’Ivoire.

According to official disclosures, the expansion involves the deployment of a new floating production, storage, and offloading (FPSO) vessel. This phase is designed to scale oil production from the current 60,000 barrels per day (bpd) to 150,000 bpd, while gas output is projected to rise from 80 million to 200 million cubic feet per day.

This development is pivotal as Baleine represents the largest hydrocarbon discovery in Ivorian history. By adopting an accelerated, multi-phase development strategy, the project optimizes capital expenditure while maximizing resource extraction. The commitment to allocate all extracted gas to the domestic market directly addresses Côte d'Ivoire’s growing power generation requirements and industrial expansion goals.

For the broader energy sector and institutional investors, the Baleine expansion reinforces the West African margin as a critical hub for low-carbon-intensity hydrocarbon projects. The project’s focus on high operational efficiency and lower environmental impact reflects a strategic shift toward sustainable upstream activities. Furthermore, the significant increase in gas availability is expected to stabilize local electricity costs and provide a reliable feedstock for regional manufacturing, positioning Côte d’Ivoire as a leading energy exporter and industrial center in the Sub-Saharan region.

Eni is an integrated global energy major headquartered in Italy, while Petroci serves as the national oil company of Côte d’Ivoire.
