Four developer groups compete for EWEC's 3.3 GW carbon-capture-ready CCGT project

EWEC has received four competitive proposals for the Al Nouf 1 IPP project, a 3.3 GW combined-cycle gas turbine plant designed for carbon capture readiness. The facility, set to be the UAE's largest single-site CCGT plant, will be located in Abu Dhabi's new Al Nouf Complex and is scheduled for commercial operations in Q3 2029.

EWEC has received four competitive proposals for the Al Nouf 1 Independent Power Producer project, a 3.3 GW combined-cycle gas turbine plant designed to be carbon-capture-ready, according to an official announcement. The facility will be the largest single-site CCGT plant in the UAE, located within the newly established Al Nouf Complex in Abu Dhabi, a coastal site designated as a hub for power and water production.

The proposals were submitted by: a consortium of Al Jomaih Energy and Water Company, Sembcorp Industries, and EDF Power Solutions; a consortium comprising ENGIE, Korea Overseas Infrastructure and Urban Development Corporation, and Korea Western Power Company; a consortium of Korea Electric Power Corporation and Etihad Water and Electricity; and Sumitomo Corporation. EWEC is responsible for integrated planning, purchasing, supply, and system despatch of water and electricity across the UAE.

The Al Nouf 1 plant will utilise high-efficiency turbines and incorporate AI and digital twin technologies for lifecycle optimisation. The facility is designed to provide dispatchable capacity to manage renewable energy intermittency while supporting the UAE's decarbonisation pathway. This development matters for the Middle East power generation sector, where gas-fired plants with carbon capture readiness are positioned as transition assets supporting renewable integration.

The competitive procurement process attracted major international developers, reflecting confidence in Abu Dhabi's IPP framework. For the energy industry, the project sets benchmarks for CCGT efficiency and emissions performance. Stakeholders including turbine manufacturers, engineering contractors, and carbon capture technology providers stand to benefit. The project also supports Emiratisation targets through workforce development initiatives and contributes to Abu Dhabi's Clean Energy Strategic Target 2035.
