Gabon has launched a USD 195 million cement and clinker project in partnership with Hong Kong-based investors. The development aims to reduce raw material imports, boost domestic manufacturing, and support infrastructure expansion around Libreville.

GABON —Gabon has formally initiated construction on a major industrial facility valued at approximately USD 195 million (XAF 114 billion) designed to bolster domestic construction material manufacturing. Located near Libreville, the industrial complex will integrate a dedicated clinker production line alongside a high-capacity grinding facility. The site is engineered to deliver 1 million tonnes of clinker and at least 1 million tonnes of cement annually, featuring a daily clinker capacity of 3,500 tonnes. Strategic development partners Hope Global Investment and Hong Kong-registered Conch Investment Holding are financing, constructing, and managing the project under a collaborative framework established during recent international economic forums.

The initiative forms the primary industrial anchor for Mondah Green Beach, a broader USD 4.4 billion (XAF 2.58 trillion) urban and coastal development programme spanning seven years. Gabon, a Central African nation transitioning away from heavy reliance on oil revenue, maintains a state-led strategy focused on economic diversification and local natural resource processing. Hope Global Investment and Conch Investment Holding specialize in cross-border industrial financing and building materials infrastructure across emerging markets, bringing regional supply-chain technology and operational oversight to the venture.

By producing clinker locally—a critical mineral component produced by kiln-sintering limestone—Gabon addresses structural vulnerabilities caused by volatile import costs and shipping logistics. The transition towards domestic self-sufficiency is expected to stabilize regional supply chains, benefiting local engineering, contracting, and commercial real estate firms. Furthermore, the establishment of the facility is anticipated to generate at least 200 direct operational jobs, with statutory prioritization given to local workers and domestic subcontractors for workforce development and technical skill transfer.

From an international trade perspective, the capital deployment highlights the continued expansion of Asian industrial investment in Sub-Saharan heavy industry. Developing a domestic industrial base positions Gabon to supply surrounding Central African markets, turning a historical net-import dependency into potential regional export capacity. For institutional investors and construction stakeholders, the project signals a critical step in lowering long-term real estate development costs and expanding infrastructure capacity across the region.
