The City of Gothenburg intends to award Terranor AB a five-year contract for municipal operations and maintenance in the Väster area, valued at approximately SEK 113 million. Scheduled to begin in January 2027, the agreement would extend the contractor’s existing responsibilities, subject to completion of the public procurement process and formal contract signing.

SWEDEN —The City of Gothenburg in Sweden has announced its intention to award Terranor AB a municipal operations and maintenance contract covering the Väster area. Valued at approximately SEK 113 million over five years, the proposed agreement is scheduled to run from 1 January 2027 to 31 December 2031. The municipality may extend the arrangement by up to two additional years under the stated option.

The planned award continues Terranor AB’s existing assignment in the area, providing continuity in the delivery of local maintenance services. The formal contract has not yet been signed: a mandatory 10-day standstill period must first be observed under the procurement process. The announced intention to award should therefore be distinguished from a fully executed contract.

The arrangement concerns municipal infrastructure operations, where consistent maintenance is important to preserve asset condition, support public access and manage the long-term costs of local services. For Gothenburg, retaining an established service provider could help maintain operational continuity during the transition into the next contract period. The precise service specifications, performance requirements and detailed allocation of work have not been provided in the announcement.

For Terranor, the proposed agreement would secure a multi-year revenue opportunity in Sweden’s municipal maintenance market and extend its relationship with a public-sector customer. The potential extension of up to two years could provide additional business visibility beyond the initial term, although exercising that option would depend on the applicable contractual conditions and the municipality’s decision.

The development also illustrates the role of competitive public procurement in allocating long-term municipal service responsibilities. Contractors operating in this market depend on their ability to meet tender requirements, maintain service quality and manage labour, equipment and operating costs over several years. For competing infrastructure service providers, the contract represents an example of demand for recurring municipal maintenance work rather than a one-off construction project.

Terranor AB is a Swedish infrastructure services contractor and a subsidiary of Terranor Group, operating in road and municipal operations and maintenance. The City of Gothenburg is a Swedish municipal authority responsible for local public services and infrastructure. The financial and strategic significance of the proposed award will depend on final contract execution, delivery costs and whether the optional extension is ultimately exercised.
