HCLTech has partnered with the Government of Odisha to establish a Global Technology Center in Bhubaneswar, strengthening the state’s position in India’s technology ecosystem. The facility is expected to support AI-led solutions, create employment opportunities, and expand regional capabilities in advanced digital services.

HCLTech has signed a Memorandum of Understanding with the Government of Odisha to establish a Global Technology Center in Bhubaneswar, marking a major expansion of the company’s technology delivery and innovation network in eastern India. The center is planned to become operational by 2028 and is expected to accommodate around 5,000 professionals.

The new facility will operate alongside HCLTech’s planned AI Data Center presence within the upcoming Odisha Sovereign AI Park. The combined technology infrastructure is expected to strengthen capabilities in artificial intelligence, cloud computing, digital engineering, and enterprise technology services.

The investment is significant for Odisha’s technology sector as the state seeks to attract large-scale digital infrastructure projects and develop a stronger skilled workforce. HCLTech’s presence is expected to generate direct and indirect employment while encouraging collaboration between industry, educational institutions, and government bodies to improve access to advanced technology skills.

For the broader technology industry, the development highlights the growing importance of regional innovation hubs beyond India’s traditional IT centers. Companies are increasingly distributing technology operations across emerging locations to access talent pools, reduce concentration risks, and support expansion of AI and digital transformation services.

The project may also influence future investment decisions by technology companies evaluating India as a base for global delivery operations. Odisha could benefit from increased participation in the digital economy, while businesses in sectors such as financial services, manufacturing, healthcare, telecommunications, and public services may gain access to expanded technology capabilities.

HCLTech is a global technology services company providing solutions across artificial intelligence, digital transformation, engineering, cloud, and software services. The company operates across multiple industries and has a workforce of more than 223,000 employees across 60 countries.

According to official disclosures, HCLTech reported consolidated revenue of $14.8 billion for the 12 months ending June 2026. The company maintains technology campuses and delivery centers across several Indian cities, including Noida, Bengaluru, Chennai, Hyderabad, Pune, Lucknow, Nagpur, Madurai, Vijayawada, and GIFT City.
