UNITED KINGDOM —Hydropulse, the Build, Own, Operate subsidiary of ITM Power, has reached a preliminary agreement with a major European oil refinery to construct and operate a 150 MW green hydrogen plant. The proposed installation will feature the parent company's Alpha electrolyser technology, operating on-site under a decade-long commercial agreement. Both organizations are currently collaborating on an initial Front End Engineering Design study ahead of a targeted Final Investment Decision scheduled for 2027.
This initiative represents a pivotal commercial step for industrial-scale decarbonisation within the European refining sector, addressing the rising regulatory pressures to lower emissions in heavy-refining processes. By leveraging an on-site model where the refinery provides the land and essential utilities like power, the operational framework effectively mitigates electricity price volatility. Furthermore, discussions with financial institutions regarding project-level debt indicate a scalable, capital-efficient financing strategy for future industrial deployments.
The development highlights a growing trend across the energy sector toward long-term contracted utility models that de-risk clean energy investments. For industrial stakeholders, utilizing dedicated third-party infrastructure providers offers a viable pathway to integrate green hydrogen without shouldering the entirety of capital expenditures. As heavy industries face stricter environmental mandates, such commercial structures could become a benchmark for scaling renewable fuel adoption across complex manufacturing ecosystems.
ITM Power designs and manufactures industrial-scale electrolysers for green hydrogen production. Headquartered in the UK and listed on the London Stock Exchange, the company specializes in proton exchange membrane technology to support industrial decarbonisation.
