IBM and the U.S. Department of Commerce have signed a letter of intent to establish Anderon, a standalone pure-play quantum chip foundry. Backed by USD 1 billion in CHIPS incentives and a matching USD 1 billion from IBM, the Albany-based entity aims to anchor domestic quantum wafer manufacturing and strengthen national supply chains.

IBM and the U.S. Department of Commerce have formalized plans to create Anderon, a new independent company intended to become the country's first pure-play quantum wafer foundry. Under a letter of intent disclosed by the parties, the initiative will be capitalized with USD 1 billion in federal CHIPS research and development incentives and a further USD 1 billion in cash from IBM, alongside the contribution of intellectual property, assets, and specialized personnel.

Headquartered in Albany, New York, Anderon will operate a 300-millimeter wafer fabrication facility focused on supplying advanced quantum wafers to multiple hardware vendors, according to official statements. Initial production will support superconducting qubit and supporting electronics wafers, with plans to expand into other quantum modalities over time. The foundry expects to offer sophisticated processes including superconducting wiring, through-silicon vias, and bumps, supported by design kits and in-line testing capabilities. The arrangement positions Anderon as a shared manufacturing platform designed to serve a growing quantum ecosystem that IBM estimates could generate up to USD 850 billion in economic value by 2040.

The foundry model addresses a structural bottleneck in the quantum technology supply chain, where fabrication capacity for specialized quantum wafers remains concentrated and limited. IBM, a multinational technology corporation headquartered in Armonk, New York, has deployed more than 90 quantum systems globally and maintains collaborative programs with federal bodies including NIST, DARPA, and the Department of Energy. By externalizing wafer fabrication into a standalone domestic merchant foundry, the initiative creates a pathway for other quantum technology developers to access secure, U.S.-based wafer supply without direct reliance on proprietary in-house facilities.

For industry stakeholders, the development signals a material federal commitment to quantum-specific manufacturing infrastructure, distinct from broader semiconductor incentives. Defense and intelligence agencies stand to benefit from a controlled domestic supply chain for components with direct national security applications in cryptography, materials discovery, and advanced sensing.

Enterprises in biopharmaceuticals, financial services, and energy may see accelerated access to fault-tolerant quantum systems as manufacturing capacity scales. Regional economic effects are concentrated in New York's Capital District, where the foundry is expected to generate high-skilled employment and reinforce Albany's position as a semiconductor research hub. The launch remains subject to negotiation and execution of definitive agreements between the parties.
