BRAZIL —The Inter-American Development Bank (IDB) has approved a $92.30 million investment loan for Pernambuco, a state in northeastern Brazil, to strengthen public financial management and modernise its revenue administration. The operation forms part of Profisco III, a programme supporting improvements in state-level fiscal systems in coordination with Brazil’s federal government. Pernambuco will contribute a further $10.30 million in counterpart financing, bringing the total planned funding to $102.60 million.
The financing is intended to improve how the state collects taxes, allocates expenditure and oversees public resources. Planned measures include institutional restructuring, digital transformation, stronger data management and cybersecurity, and upgrades to human resource management. Digital tools and artificial intelligence are also expected to support greater fiscal transparency, public education and citizen participation in government processes.
The programme comes as Brazil implements a major reform of its tax system, creating a need for state administrations to adapt processes, technology and institutional capabilities. For Pernambuco, better integrated data and more efficient tax procedures could help improve compliance, lower collection costs and strengthen the evidence available for budget planning. The programme also targets shorter audit and procurement timelines, which may improve the speed at which public funds are administered and projects progress through government processes.
Businesses operating in Pernambuco could be affected by changes to tax administration and public-sector digital services. Simpler procedures, clearer information and more predictable interactions with tax authorities may reduce administrative burdens for companies, while improved expenditure oversight could strengthen the management of public resources. Contractors and suppliers participating in state procurement may also benefit from more efficient procedures, although the scale and timing of any operational changes will depend on implementation.
The IDB is a multilateral development bank that finances economic and social development across Latin America and the Caribbean through loans, technical assistance and institutional support. Under the approved terms, the Pernambuco loan has a 24.5-year maturity, including a six-year grace period, with an interest rate based on the Secured Overnight Financing Rate (SOFR). Disbursement and implementation remain subject to the required Brazilian legal and administrative procedures following board approval.
Performance will depend on the state’s ability to deploy systems effectively, protect sensitive fiscal data and translate administrative reforms into measurable gains in revenue and spending efficiency. The operation also reflects a wider public-finance trend in which governments are using digital infrastructure and data-led administration to strengthen fiscal capacity. Its results could provide a reference for other Brazilian states seeking to adapt to national tax reform while improving service delivery and long-term budget sustainability.
