INDIA —A major infrastructure development initiative is underway in Jammu and Kashmir as the government moves forward with a dual-tube underground transit corridor along National Highway 244. The National Highways and Infrastructure Development Corporation Limited (NHIDCL) has invited bids under an Engineering, Procurement, and Construction framework for the Singhpora-Vailoo project, which carries an estimated investment value of INR 35.67 billion. The infrastructure undertaking spans a total length of 38.61 km, comprising twin unidirectional tunnels measuring approximately 20.69 km combined - 10.33 km and 10.36 km respectively, along with integrated approach roads connecting Chhatroo to Vailoo Junction.
The National Highways and Infrastructure Development Corporation Limited (NHIDCL) is a fully owned enterprise of the Government of India, operating under the Ministry of Road Transport and Highways. The entity is tasked with promoting, designing, building, maintaining, and upgrading national highways and strategic border roads across ecologically sensitive and high-altitude regions.
This civil engineering project addresses longstanding connectivity bottlenecks caused by the rugged terrain of Sinthan Pass. By bypassing severe weather hazards and steep mountain routes, the underground corridor establishes continuous, all-weather vehicular transit between Kishtwar and Anantnag districts. Reliable road links are essential for stabilizing regional supply chains, reducing freight transit times, and facilitating uninterrupted commercial trade throughout the year.
The procurement opening presents substantial revenue opportunities for engineering, procurement, and construction firms specializing in complex subsurface rock excavation and high-altitude road development. Bidding activities remain open through late October 2026, marking a key milestone for large-scale public infrastructure investments in northern India.
