INDIA; KOREA (SOUTH) —A high-level bilateral meeting between Indian maritime leadership and HD Hyundai executives in Seoul has advanced plans to establish a massive USD 4 billion greenfield commercial shipyard in Thoothukudi, Tamil Nadu. Operating through its shipbuilding arm HD KSOE, the South Korean conglomerate serves as the chief strategic investor alongside domestic partners. A dedicated Joint Working Group is currently overseeing project development to finalize the joint venture structure, with a Detailed Project Report targeted for completion within six months. Designed with an estimated annual capacity of 2.5 million Gross Tonnage, the facility is projected to become the largest commercial shipbuilding hub in India once operational.
HD Hyundai is a South Korea-based industrial giant and a global leader in heavy industry, shipbuilding, and offshore engineering. India's Ministry of Ports, Shipping and Waterways formulates and administers rules, regulations, and laws relating to maritime transport, port management, and inland waterways infrastructure across the nation.
This initiative represents a pivotal strategic move under the national Shipbuilding Development Scheme and the broader India-Republic of Korea Special Strategic Partnership. Establishing a world-class manufacturing hub directly addresses India's long-standing reliance on foreign commercial vessels, significantly elevating domestic marine engineering capabilities while capturing a higher share of the global commercial maritime market.
The creation of this large-scale maritime cluster will drive substantial economic spillover effects across southern India, fostering robust supply chain networks and local manufacturing ancillary units. For institutional investors and global industrial stakeholders, the multi-billion-dollar project signals accelerated technology transfer, workforce skill enhancement, and deep structural momentum within the South Asian maritime and logistics infrastructure sector.
