India initiates ₹250 billion Lakhanpur coal gasification facility to curve chemical import dependencies

The Government of India has initiated a ₹250 billion surface coal gasification project in Jharsuguda, Odisha. The milestone venture marks the nation’s first commercial-scale coal-to-ammonium nitrate facility, advancing public initiatives for energy self-reliance.

India has launched a major strategic capital deployment within its heavy industrial sector to process domestic fossil reserves into high-value chemical feedstocks. According to official disclosures, the foundational framework for a ₹250.16 billion commercial-scale coal gasification plant was formalized on June 20, 2026, at Lakhanpur in Odisha's Jharsuguda district. The project is being executed by Bharat Coal Gasification and Chemicals Limited, a strategic corporate joint venture between state-backed manufacturing giant Bharat Heavy Electricals Limited and the world's premier extraction miner, Coal India Limited. The advanced facility will utilize domestic engineering technology to synthesize 2,000 tonnes of ammonium nitrate daily, supported by a ₹13.50 billion allocation under the Union Ministry of Coal's dedicated sector incentive program.

This development directly impacts the petrochemical, agricultural fertilizer, commercial mining, and industrial manufacturing sectors. Converting solid fuel into synthesis gas represents a critical technological shift, allowing the nation to utilize its 400 billion tonne sovereign coal reserves to create secondary feedstocks like methanol, urea, and synthetic natural gas. On an industry policy scale, this asset serves as a vital proof-of-concept for a broader ₹460 billion federal incentive program designed to offset India's ₹2.7 trillion annual intermediate chemical import liability.

For corporate decision-makers, global chemical suppliers, and industrial investors, the integration of the Lakhanpur facility on land leased from Mahanadi Coalfields Limited signals a structural transformation in regional supply chains. By establishing localized production of critical manufacturing inputs, the project insulates domestic chemical markets from global commodity volatility, stimulates close to ₹3 trillion in downstream infrastructure investments, and expands long-term processing capacity in resource-rich provinces.
