India mandates domestic sourcing for solar ingots and wafers under expanded ALMM framework

The Ministry of New and Renewable Energy has extended its Approved List of Models and Manufacturers to include solar ingots and wafers. Effective June 2028, this policy aims to reduce import reliance and enforce backward integration across the domestic solar supply chain.

India is significantly tightening its solar supply chain regulations by incorporating upstream components into its restrictive sourcing regime. According to official disclosures, the Ministry of New and Renewable Energy (MNRE) will implement ALMM List-III starting June 1, 2028. This framework mandates that solar projects, including net-metering and open-access installations, utilize domestically certified ingots and wafers. To ensure market stability, the initial list will only be activated once at least three independent manufacturers achieve a collective capacity of 15 GW. The MNRE is the federal authority responsible for developing and deploying all forms of renewable energy to meet national climate goals. This policy shift is critical because it addresses a strategic vulnerability; while India has scaled module and cell production, it remains heavily dependent on foreign imports for the intermediate wafers that link polysilicon to solar cells.

By requiring manufacturers to possess equivalent ingot production capacity for enlistment, the government is forcing structural backward integration. For the power and manufacturing industries, this development signals a transition toward a vertically integrated domestic ecosystem. While the move aligns with the national target of 500 GW non-fossil fuel capacity by 2030, it poses immediate strategic challenges for developers regarding procurement costs and project timelines.

Investors and stakeholders must prepare for a more localized supply chain, though grandfathering provisions will shield current pipelines from sudden disruption. This move essentially transforms the Indian solar market into a more self-reliant system, prioritizing long-term energy security over short-term price optimization.
