India has formalised a collaboration with KOICA to strengthen workforce capabilities in shipbuilding and marine engineering. The initiative focuses on skill mapping, training frameworks, and institutional capacity, supporting long-term ambitions to enhance competitiveness in global maritime manufacturing.

The Ministry of Ports, Shipping and Waterways has entered into an implementation agreement with the Korea International Cooperation Agency to advance skill development in India’s shipbuilding and marine engineering sectors, according to official disclosures. The partnership will involve research-led assessments of workforce requirements, identification of skill gaps, and the creation of a structured roadmap for human capital development. The initiative comes as India seeks to expand its domestic shipbuilding capacity and reduce reliance on imports while positioning itself in global maritime value chains.

A stronger talent base is critical to improving productivity, adopting advanced technologies, and meeting international quality benchmarks in ship construction and repair. The collaboration will include technical studies supported by Korean vocational training institutions, alongside bilateral workshops involving industry stakeholders, policymakers, and academic experts. These engagements are expected to facilitate knowledge transfer and align training standards with global practices. For shipyards, equipment manufacturers, and logistics operators, the program could enhance workforce readiness and operational efficiency over the medium term. It also signals increased policy focus on maritime manufacturing as a growth sector.

The Ministry of Ports, Shipping and Waterways is the central authority responsible for port infrastructure and maritime development in India, while KOICA is South Korea’s government agency for international development cooperation, specialising in capacity-building initiatives. Discussions are also progressing on establishing a dedicated training and technology cooperation centre, which could further institutionalise skill development and support long-term industry expansion.
