INEOS Acetyls has formed a strategic collaboration with Sandpiper Chemicals, becoming a shareholder and anchor customer for a $1.7 billion low carbon methanol facility in Texas City, targeting 1.1 million metric tons annually with carbon capture, and FID planned for 2027.

INEOS Acetyls and Sandpiper Chemicals have announced a strategic collaboration under which INEOS will become a shareholder and anchor customer for Sandpiper’s low carbon methanol production facility in Texas City, Texas, according to official disclosures.

The plant, designed to produce approximately 1.1 million metric tons per annum (MTPA) using natural gas with carbon capture, will be located on INEOS’ Texas City site. Up to 300,000 tons per year will be consumed by INEOS for acetic acid production. The project is expected to enter FEED in Q2 2026, target FID in 2027, and first production in 2030.

Total estimated investment is approximately $1.7 billion.

This development matters because low carbon methanol is increasingly recognized as a critical fuel and feedstock for the maritime, chemical, and energy sectors. Global methanol demand exceeds 100 million metric tons annually, with low carbon demand forecast to grow substantially driven by marine fuel decarbonization mandates.

The facility targets a carbon capture rate of 97% of process CO₂ emissions, significantly below conventional methanol production benchmarks. Industries impacted include petrochemicals, marine fuel supply, carbon capture technology, and industrial construction.

Regional stakeholders include Galveston County, Texas workforce programs, and Gulf Coast shipping lanes.

For investors, the project creates approximately 1,500 construction jobs at peak and 25 permanent positions, with significant tax revenues for local and state authorities. INEOS’ dual role as equity partner and off-taker reduces offtake risk, while Texas City’s deep-water port access enhances commercial competitiveness.
