JORDAN —United States-based consultancy K&M Advisors has been engaged to deliver transaction advisory services for the Mujib Pumped Storage Hydropower Project in Jordan. Funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), the advisory mandate is being implemented through the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). GIZ operates as a German development agency specializing in international cooperation for sustainable development and educational work worldwide. Under the agreement, the advisory firm will provide comprehensive support encompassing project preparation, financial structuring, and the drafting of tender documentation, guiding the procurement process through the Request for Qualifications (RFQ) and Request for Proposals (RFP) stages. Established in 1987, K&M Advisors is an internationally recognized finance and engineering advisory firm that counsels private investors and governments on the development of critical power, water, and telecommunications infrastructure.
The advisory appointment marks a critical preparatory step for a major renewable energy infrastructure asset situated near the existing Al-Mujib Dam. Spearheaded by the Jordanian Ministry of Investment, the sovereign entity responsible for promoting, regulating, and facilitating domestic and foreign investments, the project is being developed under a public-private partnership (PPP) model. Industry assessments estimate the capital expenditure for the hydropower storage facility at approximately JD 461 million. The facility is designed to deliver a capacity of 450 MW over a seven-hour duration, utilizing a closed-loop system featuring two reservoirs with a combined capacity of 2.7 million cubic meters. Reversible pump-turbines will generate electricity to stabilize the national grid during peak demand, while solar energy will be utilized to pump water back to the upper reservoir.
From a policy perspective, the development aligns directly with Jordan's Economic Modernization Vision for 2026–2029, which emphasizes the transition toward sustainable energy systems and grid resilience. Integrating large-scale pumped hydro storage is essential for managing the variability of renewable energy sources, particularly solar and wind generation, which have seen significant expansion across the Kingdom. By deploying a PPP framework, the government aims to leverage private sector capital and technical expertise to accelerate infrastructure deployment while mitigating sovereign financial risks and optimizing long-term operational efficiency.
For international engineering contractors, renewable energy developers, and institutional investors, the advancement of the Mujib project signals a robust pipeline of utility-scale investment opportunities within the Middle Eastern energy storage market. The structured procurement process, supported by established international advisors and European development agencies, enhances project bankability and ensures adherence to global best practices in competitive bidding. Successfully executing this storage facility is expected to establish a commercial blueprint for future public-private energy initiatives, driving regional demand for advanced turbine technologies, civil engineering services, and integrated solar-hydro systems.
