Texas LNG Brownsville LLC has finalized a comprehensive engineering, procurement, and construction agreement with Kiewit Energy Group Inc. for its planned liquefaction facility. The lump-sum turnkey contract covers the full project scope from fabrication to commissioning, marking one of the final commercial requirements before the developer reaches a final investment decision.

The development of the Texas LNG export facility has reached a pivotal juncture following the formalization of an engineering, procurement, and construction (EPC) agreement between the project developers and Kiewit Energy Group. Under the terms of this lump-sum turnkey arrangement, Kiewit will oversee the complete lifecycle of the terminal's realization, including design, equipment acquisition, off-site module construction, and final site integration.

This milestone follows over a year of integrated engineering efforts and positions the project for a final investment decision (FID).

Texas LNG Brownsville LLC is a specialized subsidiary of Glenfarne's Group focused on developing liquefied natural gas infrastructure in South Texas. Kiewit is an established engineering and construction contractor with extensive experience in delivering large-scale energy projects across North America.

This development is significant because it provides the cost and schedule certainty required to attract final project financing. By utilizing a turnkey contract structure, the developers mitigate many of the inflationary and supply chain risks typically associated with greenfield energy infrastructure. For the broader industry, this progress confirms the continued viability of U.S. Gulf Coast export projects. Regionally, the commitment to local technical training and high-skilled job creation is expected to provide long-term economic benefits to the Port of Brownsville and the Rio Grande Valley. For investors and stakeholders, the partnership with a Tier-1 contractor like Kiewit serves as a critical de-risking mechanism for the project’s upcoming execution phase.
