Larsen & Toubro and Hitachi Energy have finalized a major framework agreement with Dutch-German transmission system operator TenneT. The consortium will execute offshore wind grid infrastructure projects totaling 8 GW across Netherlands and Germany.

European offshore renewable energy integration has received a substantial infrastructure boost through a multi-billion-euro grid agreement. Indian engineering conglomerate Larsen & Toubro (L&T), in consortium with Hitachi Energy, has concluded a Framework Cooperation Agreement with European transmission system operator TenneT for its 2 GW High Voltage Direct Current (HVDC) offshore wind program. According to corporate disclosures, the framework covers six offshore transmission projects, representing an ultra-mega contract value exceeding ₹150 billion.

Larsen & Toubro is a USD 32 billion Indian multinational enterprise specializing in engineering, procurement, and construction (EPC) projects, advanced manufacturing, and technology services across global markets. TenneT operates primary electricity transmission grids in the Netherlands and parts of Germany. Under the consortium structure, L&T will manage engineering, procurement, construction, and installation of offshore converter platforms, while Hitachi Energy provides specialized 525 kV HVDC Light conversion technology.

The agreement encompasses ongoing developments - IJmuiden Ver Alpha and Nederwiek 1 in the Netherlands, alongside two new additions: Nederwiek 3 in Dutch waters and LanWin 5 in Germany. Operating across the North Sea, these installations will provide a cumulative power transmission capacity of 8 GW, channeling offshore wind energy directly into European national power grids.

The multi-project commitment underscores accelerating regional investments in cross-border energy transition infrastructure. Scaling 525 kV HVDC platforms allows transmission system operators to transfer large volumes of offshore electricity over long distances with minimal power loss, serving as a critical pillar for Europe’s decarbonization targets and industrial electrification strategies.

For international supply chain participants and energy sector investors, the framework highlights growing reliance on non-European EPC majors to meet ambitious offshore infrastructure deadlines. Securing long-term manufacturing capacity from specialized engineering hubs reduces delivery bottlenecks for heavy converter structures, providing operational clarity for developers scaling offshore wind generation in Northern Europe.
