L&T secures large EPC contract for India's first major coal-to-chemical project in Odisha

Larsen & Toubro’s hydrocarbon division has been awarded a significant turnkey contract by Bharat Coal Gasification and Chemicals Ltd to construct an ammonium nitrate plant. The project supports India’s national mission to gasify 100 million tonnes of coal by 2030, reducing industrial chemical import reliance.

Bharat Coal Gasification and Chemicals Ltd (BCGCL)-a joint venture between state-run majors Coal India Ltd and Bharat Heavy Electricals Ltd., has commissioned L&T Energy Hydrocarbon Onshore to develop a massive coal-to-ammonia-nitrate facility in Odisha. According to official disclosures, the lump sum turnkey contract involves the full lifecycle of the plant, from process licensing and design to final commissioning.

BCGCL is a strategic partnership formed to leverage domestic mineral resources for high-value chemical production. This development is a critical milestone for India’s industrial strategy, as it marks a move toward utilizing high-ash domestic coal for value-added products. The facility is designed to produce 2,000 tonnes of ammonium nitrate per day, a vital component for the mining and infrastructure sectors.

By converting coal into essential chemicals locally, the project aligns with the national 'Aatmanirbhar Bharat' initiative, which targets 100 million tonnes of coal gasification capacity by 2030 to mitigate volatile import costs. For the energy and mining sectors, the establishment of indigenous gasification infrastructure reduces supply chain risks associated with imported fertilizers and explosives.
