Under the agreement, L&T’s minerals and metals division will oversee process engineering, technical planning, site layouts, budgeting, and project scheduling. Based in Mumbai, L&T is a global technology, engineering, and construction major executing large-scale infrastructure and industrial projects. The engineering phase is critical to finalizing technical blueprints and cost structures before Meranti reaches its final investment decision for the site.
Located within the Special Economic Zone at Duqm, the industrial facility is designed to manufacture 2.5 million tonnes annually of Direct Reduced Iron and Hot Briquetted Iron. This development represents a significant step in decarbonizing primary metals production by substituting traditional coal-heavy manufacturing with low-emission processing technologies. Industrial manufacturers and project developers are increasingly targeting special economic zones in the Middle East due to the region's expanding renewable energy infrastructure and strategic maritime access.
The project heavily impacts the global metals and mining supply chain, as green iron serves as a crucial raw material for automotive, construction, and manufacturing sectors aiming to reduce scope 3 emissions. Meranti has already secured commercial offtake frameworks with major international commodities traders and industrial buyers, including Glencore, Thyssenkrupp Materials Trading, and local European steel distributors. Additionally, a portion of the processed iron will supply Meranti’s downstream steel operations in Thailand, establishing a cross-regional, low-carbon supply corridor that links Middle Eastern primary processing with Southeast Asian manufacturing hubs.
