Maharashtra launches TBM Arjuna to advance ₹166 billion Thane-Borivali Twin Tunnel Project

The Mumbai Metropolitan Region Development Authority (MMRDA) has initiated excavation for the second tube of the Thane-Borivali Twin Tunnel with the deployment of a high-capacity tunnel boring machine. The ₹166 billion underground infrastructure project aims to reduce cross-city transit times while minimizing surface disruption.

Major underground civil engineering works are accelerating in India's commercial capital as state authorities deploy specialized heavy machinery for a critical east-west metropolitan transport corridor. According to official disclosures, the Mumbai Metropolitan Region Development Authority (MMRDA) has successfully launched a massive tunnel boring machine (TBM), designated 'Arjuna,' to commence excavation on the second alignment of the Thane-Borivali Twin Tunnel project. The MMRDA serves as the primary urban planning and infrastructure execution agency for the state government, responsible for developing mass transit, road networks, and civic infrastructure across the Mumbai Metropolitan Region.

The newly deployed machine represents the largest single-shield hard-rock TBM operational within an Indian urban environment, featuring a 13.34-metre cutterhead, generating 4,900 kW of main drive power, and exerting a maximum thrust force of 142,500 kN. Arjuna will operate alongside the project's first machine, 'Nayak,' which commenced excavation earlier in the year. Together, these high-capacity engineering assets will bore parallel 13.3-meter diameter tunnels stretching 10.25 kilometers directly beneath the ecologically sensitive Sanjay Gandhi National Park, forming part of an 11.84-kilometer overall road corridor. Each tube will accommodate two traffic lanes alongside a dedicated emergency lane. The comprehensive project, executed by Megha Engineering and Infrastructures Limited across two contractual packages valued at approximately ₹61.78 billion and ₹58.79 billion respectively, holds a total administrative budget of ₹166 billion.

Addressing severe lateral connectivity constraints remains a priority for regional planners. Currently, commuter traffic moving between the eastern suburbs of Thane and the western nodes near Borivali must navigate congested circuitous routes, often requiring 60 to 90 minutes. By establishing a direct subterranean link, the infrastructure is projected to cut travel distances by 12 kilometers and reduce transit times to approximately 15 minutes. From a policy perspective, utilizing deep underground excavation beneath the national park preserves surface biodiversity and avoids disruptive land acquisition in dense urban peripheries, illustrating a growing reliance on trenchless engineering solutions for metropolitan mobility.

For the construction sector and institutional investors, the deployment underscores the substantial capital allocation toward sophisticated mechanization in domestic infrastructure execution. Successfully managing logistics for large-scale TBM operations within complex geologies demonstrates advanced technical capabilities within local engineering supply chains. Moreover, establishing rapid east-west transit routes is expected to redistribute commercial real estate demand, enhancing property valuations and supporting the geographic expansion of business hubs across the broader metropolitan area.
