The Maharashtra Maritime Board has signed an MoU with Norway's HYKE AS to develop the Mumbai Water Metro, a planned 16-route water-based transit system connecting Mumbai to Thane, Navi Mumbai, Kalyan, Vasai, and Mira-Bhayandar, including 26 new terminals.

The Maharashtra Maritime Board has signed a Memorandum of Understanding (MoU) with HYKE AS, a Norwegian maritime technology firm, to advance the proposed Mumbai Water Metro project, according to official disclosures. The planned system will operate on water routes instead of roads and railways, connecting Mumbai with surrounding regions including Navi Mumbai, Thane, Kalyan, Vasai, and Mira-Bhayandar.

Phase 1 includes 16 routes: eight existing routes to be upgraded and eight new routes, along with construction of 26 terminals at key locations. The MoU also covers exploration of advanced shipbuilding and vessel manufacturing to strengthen Maharashtra’s maritime infrastructure. This development matters because Mumbai’s existing suburban rail and road networks operate beyond capacity. Water transport leveraging the city’s coastline and creeks offers a practical, eco-friendly alternative.

The collaboration with a Norwegian firm brings expertise from countries with established urban water transit systems, potentially accelerating feasibility and design. However, no detailed funding, construction timeline, or vessel procurement schedule has been disclosed. Industries impacted include urban public transport, shipbuilding, terminal construction, and maritime engineering.

Regional stakeholders include daily commuters, the Maharashtra Maritime Board, and potential vessel manufacturers.

For investors and contractors, the MoU signals intent, but tangible opportunities depend on subsequent tenders and financing. The advanced shipbuilding component could create localized manufacturing if the project advances beyond planning.

The Maharashtra Maritime Board is the state authority responsible for maritime infrastructure and regulation in Maharashtra.

HYKE AS is a Norwegian company specializing in maritime technology and vessel solutions.
