MoRTH invites bids for Consultancy services for 6-Lane Extradosed Cable Bridge Project on River Ganga in Bihar

The Ministry of Road Transport & Highways (MoRTH) has invited proposals from eligible consulting firms for Consultancy services for Authority’s Engineer for supervising the construction of a new 6-lane high-level/extradosed cable bridge across the River Ganga in Patna, Bihar.

The Ministry of Road Transport & Highways (MoRTH) has issued a Request for Proposal (RFP) inviting qualified consultants to submit their bids for the Authority’s Engineer (AE) for supervising the construction of a 6-lane high-level/extradosed cable bridge, parallel to the western side of the existing Digha–Sonepur Rail-cum-Road Bridge on NH-139W in Patna, Bihar.

The consultancy, sought under International Competitive Bidding, covers a total project length of 6.925 km, along with 3.085 km of loops on the southern side, and carries an estimated project cost of Rs. 26,359 million. The assignment period has been set at 141 months, comprising 21 months of construction supervision and 120 months of maintenance monitoring.

MoRTH informed that the RFP is available on the INFRACON portal, and consultants are required to register themselves—along with all key personnel—before submitting proposals. Registered firms must form a team on INFRACON, and the system will generate a unique Team ID, which must be quoted in the bid submission.

Bid submission will commence at 17:00 hrs IST on 21 November 2025, and interested firms must upload their proposals on both the e-procurement portal (eprocure.gov.in) and the INFRACON portal on or before 17:00 hrs IST on 06 January 2026.

The Ministry stated that selection of the Authority’s Engineer will be carried out in accordance with the procedures outlined in the Model EPC Agreement. Only the technically qualified firms scoring at least 75% in Stage-1 evaluation will proceed to the financial evaluation in Stage-2. The final ranking will be based on combined technical and financial scores.

Consultants may participate either individually or through a Joint Venture (JV). However, MoRTH specified that a JV can include only one lead member and one partner, with the option to include one associate. Firms submitting more than one bid—whether individually or through multiple JV combinations—will be declared non-responsive. Similarly, if an associate is found to be common across multiple bidders, all such bids will be rejected.

The Ministry also clarified that submission of the RFP document downloaded online must be accompanied by a non-refundable fee of Rs. 5,000, payable only through the BharatKosh (NTRP) portal.

As per the RFP terms, MoRTH noted that firms withdrawing proposals during the validity period or failing to sign the Agreement after selection may face debarment from future MoRTH projects.

Industry stakeholders view the tender as a significant opportunity within India’s expanding highway and bridge infrastructure pipeline, particularly for global engineering consultancies seeking deeper participation in the country’s transport modernization agenda.
