MPEC S.A. is advancing a PLN 335.33 million waste-to-energy cogeneration plant in Tarnów, Poland, aimed at strengthening sustainable district heating, improving waste management, and supporting the region’s transition toward more efficient energy infrastructure.

Miejskie Przedsiębiorstwo Energetyki Cieplnej S.A. (MPEC S.A.) has issued an international competitive tender valued at PLN 335.33 million for the comprehensive design, construction, and commissioning of a cogeneration plant that will produce energy from processed municipal waste to supply the municipal heating network in Tarnów, Poland.

Miejskie Przedsiębiorstwo Energetyki Cieplnej S.A. is Tarnów's primary municipal heat distributor, dedicated to managing thermal energy infrastructure, modernizing heating networks, and transitioning toward efficient, environmentally sustainable energy production.

The comprehensive scope of work encompasses the complete lifecycle development of the cogeneration facility. The appointed contractor will be responsible for developing full design documentation, including Preliminary, Construction, Technical, and Executive designs across all engineering disciplines, as well as securing all necessary administrative decisions, permits, and environmental clearances. The project involves purchasing and supplying required machinery, executing site preparation, media connections, civil engineering, land development, and constructing specialized buildings, access roads, and maneuvering areas. Additional obligations involve installing power supply, electrical, AKPiA (automation and control), sanitary, monitoring, and fire protection systems, as well as performing necessary site demolition and network relocations.

Furthermore, the contract mandates system start-up, test traffic operations, warranty measurements, post-execution documentation, crew training, and obtaining final operational permits, supplemented by initial technical assistance, maintenance services, and warranty-period spare parts delivery.

This major development highlights Poland's commitment to modernizing municipal heating networks and adhering to stringent European Union waste-to-energy and carbon reduction mandates. By integrating municipal waste processing directly into thermal energy generation, the project addresses local waste treatment requirements while diversifying the urban heat supply away from traditional fossil fuels.
