FINLAND —Finnish public lending institution Municipality Finance has expanded its sustainable debt portfolio by issuing a EUR 1 billion green benchmark bond under its active medium-term note framework. The five-year debt security, which carries an annual fixed coupon of 3.25% and matures in September 2031, has been approved for trading on the Nasdaq Helsinki exchange. European investment banks Danske Bank, DZ BANK, J.P. Morgan, and SEB managed the syndicate for the transaction, which is backed by full guarantees from the Municipal Guarantee Board.
As one of Finland's largest specialized credit entities, Municipality Finance provides financing exclusively to domestic municipalities, public sector pension funds, and state-backed non-profit organizations. The financial institution maintains an asset base exceeding EUR 57 billion and focuses on funding public infrastructure, social housing, and civic institutions. Its latest capital market issuance strengthens its role as a key issuer of green and social financial instruments in the Nordic region.
This debt issuance underscores ongoing European investor demand for high-grade ESG debt instruments issued by public agency entities. By securing large-scale international capital, the financial sector enables local governments to meet stringent decarbonization targets and modernize public infrastructure without placing excessive liquidity pressure on regional budgets.
Proceeds from the bond transaction are directed exclusively toward environmentally and socially responsible municipal projects, such as healthcare infrastructure, public transit networks, energy-efficient housing, and educational facilities. This capital deployment offers sustainable technology suppliers, construction engineering firms, and regional public works contractors predictable financing channels, mitigating credit risk across public sector project supply chains.
