Pentagon Awards $1.9 billion IDIQ Contract to Lockheed Martin for C-130J Training Systems

The U.S. Department of Defense has granted Lockheed Martin a ten-year, sole-source IDIQ contract valued at up to $1.9 billion to sustain and expand the C-130J Maintenance and Aircrew Training System (MATS) program, now including the Navy Reserve and Coast Guard.

Lockheed Martin has received a sole-source indefinite delivery, indefinite quantity (IDIQ) contract from the Pentagon, with a ceiling of $1.9 billion over ten years, to continue operating the C-130J MATS program.

The agreement, managed by the U.S. Air Force Life Cycle Management Center, covers training devices, courseware, logistics support, and engineering services for C-130J aircrews and maintenance personnel. This development matters because it secures long-term readiness for over 560 C-130J aircraft in U.S. service, a fleet that has accumulated more than 3 million flight hours globally.

The expansion of aircrew support to the U.S. Navy Reserve and U.S. Coast Guard signals broader inter-service reliance on a unified training framework, reducing duplication and standardizing proficiency across branches. Industries impacted include defense training systems, simulation hardware, and contractor logistics.

Stakeholders include U.S. Air Mobility Command, Air National Guard, Marine Corps, Air Force Special Operations Command, and international operators across 28 nations.

For investors, the contract reaffirms Lockheed Martin’s entrenched position in long-cycle sustainment programs, providing predictable revenue and barriers to entry for competitors.

Lockheed Martin is a global security and aerospace company headquartered in Bethesda, Maryland, engaged in the research, design, development, and manufacture of advanced defense systems.
